York BID's first term is due to end 31st March 2021 and in order for operations to continue, we must first renew our mandate by conducting a ballot of all our levy-paying businesses. The ballot will open on 28th January 2021 and all businesses eligible to pay the BID levy will be given the opportunity to show their support for the business plan and the continued life of the BID. On a successful ballot result the new BID term will commence on 1st April 2021 and will run for a period of five years.
The registered ratepayer will receive a ballot paper by post for each property they occupy and will have 28 days (between 28th January and 25th February 2021) to cast their vote. It’s easy! Simply fill out the form and return in the pre-paid postal envelope provided.
The new BID Business Plan will outline our proposed activity and investment for the next 5-year period, our strategic objectives for York city centre and how we intend to build upon the successes of the first term. During these uncertain times it is crucial that UK towns and cities have a clear plan and strong leadership to carry them forward. Without your support in the coming ballot, valuable investment, improvements, and services could be lost from the city centre indefinately.

Our new Business Plan
We are all currently responding to an unprecedented health and economic emergency which will lead to lasting shifts in consumer behaviour and business models. This year has taught us that we have to be responsive to the challenges that lie ahead, and that some of the projects we have traditionally undertaken may be superseded on our recovery journey from covid.
In September 2020, we began consultation with levy paying businesses, inviting them all to give us their views on existing BID services and to highlight priorities for the future, by means of an online survey. This feedback has been used to shape the 4 key areas of activity for the new BID Business Plan.
We will continue to focus on the key programmes that businesses have told us they value most highly. These include our Street Rangers, our Cleaning Team, our Gift Card Scheme and our Winter Lights. We will also investigate new areas - looking at green and sustainable initiatives, and enlightened use of technology.
We will continue to listen to our business community and deliver value while being committed toward our main purpose of delivering support and success to businesses in the BID area.

Governance & Finance
York BID represents over 1000 businesses residing within an area defined largely by York’s ancient city walls. The BID area is made up primarily of retail, hospitality and leisure businesses. Businesses are represented by a diverse Board of Directors with experience across all business sectors.
The Board have decided that moving into the new term, the structure of the BID will remain the same. That is:
- The annual levy charged to businesses will remain at 1% based on the 2017 rateable value of each commercial premises
- Businesses with a rateable value of £12,500 or lower are below the threshold of inclusion and will be exempt from payment
